Interesting the differences in terms. Tag topper is not used out west, in fact it makes no sense. It is known as a license plate frame. The tag is the little sticker that you put on each year when you renew the license plate on the vehicle so the cops can tell your up to date. Out here the tag has evolved from an aluminum tag with bendable tabs that fit into the appropriate slots on the license plate to a self adhesive self destructive sticker if you try to remove it. Just dot screw up when you put it on.
