This set-up was originally designed & built in Stockton, Calif.
This video doesn't go far enough, another copy shows this machine climbing the side of the building, shown at the rear of where the P-W is Crossing the RR track.
The building still stands at the south side of east Main Street, next to the old Stockton, Santa Fe Passenger Station. The location can be identified by the palm tree alongside of the Santa Fe station.
Go look for it - Searching will be fun.
