The tube that exits the engine block from under the exhaust manifold, to the rear of the valve covers, travels to the Donaldson Valve (PVC). This valve is attached to the right angle elbow at the center side of the intake manifold.

The tube that you speak of is part of the system. It supplies clean air to the crankcase by routing filtered air from the carb to the oil fill tube. The Donaldson valve can be removed with wrenches, disassembled, and cleaned.
