this looks like a general purpose 'utility box'
could have been factory ordered or aftermarket and used by utility companies, construction companies, etc. in that era ma-bell had their own standard body for their fleet, the sloped back body cab high on a short wheelbase truck with ladder racks, even had em on 1/2t and 3/4 t dodges during ww2
