No, the scoring on the wall allows the fluid to pass. If you had a blocked return port, you could not get any brake pressure. Just needs to be rebuilt or replaced. If you decide to rebuild, after honing the score marks out, wash cylinder with soap and water to remove the hone grit. My guess it was a factory setup, Clint would know when the booster was an option or if it was an add-on from an independent company.
