Considering they haven't been made for years and probably moved numerous times, stored and accumulated dust, I would say they are NOS. The seller is trustworthy, I've bought from them and not been disappointed. Even if they are aged, from what I've read, Military tires are made using a different formula so they last longer than civilian tires. They are made to remain on vehicles while in long storage for rapid deployment when needed.
