Sounds like the vacuum line to operate your windshield wipers. Seems like somebody adjusted your carb to run well with a leak in the system. If you plug the line, you'll have to re-adjust the carburetor mixture screw- it's the one that goes into the carb, down low. It should be adjusted when hot, for best idle- turn it in til engine runs fasstest (you'll hear it pick up speed, then drop speed, then pick up again as you turn it the other way.Stop when it is at it's fastest.
