Call Saul Smiler mid-week at Halon Marketing (1-800-343-9763) and get him to send you one quart of Master Coat (Silver Color) Rust Sealer. Put three coats of this paint on the outside with a three hour drying time between coats. Put it on with a foam rubber brush. This is a moisture cured urethane paint much like the paint used to coat interstate bridges. This paint does not allow transfer of oxygen or moisture through the paint to the metal. You can put this paint over rust but make sure you knock the scale down.

You might want to put a conditioner (zinc phosphate) over the tank first. Let it dry for about one hour. Get a quart of this from Saul also. It is not necessary but a lot of restorers use this as additional insurance.

The Master Coat can be primed and top coated if you do it within a couple of days after the Master Coat. However, the Master Coat will dry out looking like a galvanized metal. It looks much like a new tank without additional paints.
