I have a pair that are not installed and I just laid them side by side, and the pivot holes look to be the same. In fact, all of the holes line up like you would expect them to. Of course I might end up with the same problem that you have when I put it together. Mine came from DCM, not VPW. Hard to say if they all use the same supplier.
