My wife and I moved from Calif to Idaho in 1971. The kind of weather and the power outages you speak of are pretty common here. Usually caused by downed trees in a storm or over loaded branches with snow. Or, rather frequently, a squirrel, rat, bird or some other animal gets into power company's equipment and blows it up. We are prepared for it. Wood heat, generator, water well, etc. But I do feel sorry for all the people there who aren't prepared or equipped.
