67 first year of mandatory lap belts. 74 first year of mandatory shoulder belts. They make seat belt washers. They are like 2 1/2" diameter you need to at least us those or like Bruce said weld in a plate. use correct grade bolts. i assume at least grade 5 if not grade 8
