The standard bracket adjusting screw is 1/4-20 x 2-1/2 inches and is normally too short. I use a 3 inch bolt, it provides length for better adjustment of the band and double nuts. There is no one way band installation, your bolt is just short. Follow instructions in the TIPS group 28, "hh" for adjusting bolt.
Depending which parts list you look at, the bolt is installed either top or bottom WC, M37 on top, PW on bottom). I have mine installed on the top, I have found it to provide better gripping with less lever pull.
It is important that the band does not drag on the drum or you will experience vibration in the drive train, less power and gas mileage as well as heating of the band lining. If you smell something hot after adjustment, the band is too tight.
