I don't believe you'll have enough clearance to slip the axle through the bushing once a Redi-Sleeve is installed on the axle. Go to TIPS Group 28, item "i" in the PIF and to page 119. Note the PTO driven shaft has brown paint on it, that is Rustoleum Rusty Metal Primer #7769. When I have a ruff seal surface I spray a couple thick coats, let it dry for a week before installing. This paint dries hard once cured and works very well to seal oil seal surfaces such as your axle. Once it has cured on your axle, sand it down to the axle surface using a block of wood and sand 220 or finer sand paper, you can then install the axle. That is how I would seal that axle surface. The paint is not bothered by oil. I use this method to seal worn shafts and yokes and they don't leak. Your axle is not worn that bad.
