Like Frank said. Go down to an Auto Supply and parts store and get a pair of brake spring pliers. The pliers have a hook on one end and a sharp point on the other. Install shoes and hook one end of it to one shoe.
Then hook the pliers onto the other end of the spring. I use a scrap of 1/2" plywood against the shoe to protect the lining of the shoe and put the pointed of the pliers on the plywood scrap and then close the pliers to hook the spring to the shoe. Be VERY careful doing this incase the spring pops off! Wear a face shield to protect yourself!
