Two 3rd Series Bed Questions

1- Was the 2nd cross support supposed to be welded to the frame or was it bolted. Have a former fire truck with lots of extra metal added on and trying to figure out if this is correct.

2- What is easiest way to find each and remove the spot welded bed edge strips in order to install new ones.
