Complete with only surface rust and bangedup rear fenders(which could be banged out )stored under a covering from direct weather, come on guys, we know its worth about $3000. A set of wheel cylinders, a master cylinder,bearings,paint,etc. will add about
$1500-$2000 to make it a fine complete freshly painted 49PW. If you get it for $1500-$2500 your doing great from its description(sight unseen). Its really worth(from your description) about $3000 max.(as-is). This is just my point of view from observing PW sales and my personal standards since 1979. Everyone has their biased idea of a PWs worth.
Bid low make him work to get more and remember the "old-hard to find parts for" routine works great unless he knows what their worth and you don't act too eager to get it. Asking question as if you know nothing about them,as if you are afraid parts would be hard to get ,will clue you to how much he knows and up-to-date he is on them. GOOD LUCK as I love to see PWs bought cheap meaning if you ever sell you won't have to ask so much to at least get your money back.
