If the PTO has been rebuilt in the past, the driveshaft bearings may not have been properly adjusted. This can result in the cage of the tapered bearings rubbing against the end plates resulting in a difficult shaft to turn. Remove the end plates to inspect the cages, if improperly adjusted, cages will be crushed slightly and worn from rubbing against the end plates. If everything looks ok, add gaskets to adjust the bearings. You should be able to turn the shaft by hand with no end play in shaft. You might want to take the PTO completely apart and freshen it up. See PIF, Group 29, PTO reassembly.
