Everdry spark plug kit

I am installing new plugs w an Everdry kit on the 230. I've read that the washer is supposed to be squeezed into the gap between the plug and the head to seal it. So therefore does the cup go on the plug before the crush washer? Problem is it appears the washers do not come off easily and may be damaged in removal. Cannot find any such info anywhere else.
