The build cards and even the Special Equipment Order sheets don't get that detailed. If somebody ordered a special size tire, the sheet lists just that. I doesn't list part numbers for wheels, etc.
When the Power Wagon first came out the the tire size and gear ratios were listed as independent from each other. It wasn't until later that the small tires were associated with the 4.89 gears and the 9 x 16s with the 5.83 gears.
I have changed out a PW transfer case before but I've never played with the speedo gears. I have more experience with the automatic transmissions A904/A727. On those the gear is offset in a plug that rotates to make up the backlash for the differences in ratios. It sounds like those spacers for the Power Wagon do the same thing.
