If it is a few thousands under size if a standard, like .995, or 1.120,it's just cold rolled steel.
If it is precise, like 1.0000, you can use drill rod to make a new one. But you have to by it by the yard. Drill rod if precision ground, hardenable alloy, steel. Not hardened yet, but still tougher than mild cold rolled.
