Now that I knew to look for one, I found a 24v brake controller: the Redarc Tow-Pro Elite Trailer Brake Controller. The upside is that the controller works on either 12v or 24v system (both to power the controller and for the brake light trigger switch), but the output is appropriate for 12v brakes regardless of the system powering it.

The main controller is mounted remotely, so the only thing on your dash is a small control knob. It will work in proportional mode for use on-road, or can be switched to "user controlled" (i.e. "time delay" brake control) which works better in off-road applications. In either mode, you can activate the trailer brakes manually, if desired.
