Don't know about the split ring, but with the regular rim wheel where the tire was worn out I have drilled a 1/2" hole through the tire right next to the bead, then used the jig saw with a new coarse wood cutting blade on both sides to remove the rubber from the bead. It is still a battle, but at least you can get at it. I haven't tried it but if you were to peel a small section of the remaining rubber off with a hammer and wood chisel to exposed the wire, then you could use the cutting torch. JJB.
