I agree with others that you can intercept the main power feed to the brake controller and the turn signal switch and use a dc to dc conveter to drop voltage from 24 to 12. That will take care of the trailer brake and trailer lighting problem.

To solve the M37 lighting issue, you can buy lights that will accept any voltage from 10 to 30 volts dc. Truck-Lite has a series of clearance and stop turn fixtures that do this, but there are other brands as well.
