Crack the fuel tank screw in plug. Sounds like you are pulling a vaccuum in the tank causing it to starve till the vaccuum is gone( Sitting and restarting fine. Stihl uses a screw in the over flow line and I've seen a lot of them end up stalling/run out of power as it can't suck the fuel in due to the air tight tank. 028's very bad at it. Try it and see if that solves it before pulling the carb and other parts off.
