Hmmm.... with 2 transfer case shift lever slots it's either for a WC-62/63 or a Power Wagon. My recollection is that during the war rubber was reserved mostly for tire manufacturing and other high priority items. Maybe near the end of the war those restrictions loosened up? I wonder if it was made more recently and the seller doesn't know much about it.
