Never seen a vinyl type. If I recall correctly, the cardboard type were impregnated with asbestos, "the miracle insulator" to deflect engine heat from entering the cab.
I have always soaked it down and scraped up the sludge, then sponge it down, removing all trace.
I then replace it with the foil backed super insulating pads.
