I'm not saying this is the case with this truck. But I have seen some pretty strange things done. Use a larger drill bit, ream out the holes, put the bolts in loosely, then suck it all together. I've even seen bolts cut off and tack welded to the steel to look like through bolts. The deceptive mind has no limit.
