Check to see if the filament in the bulbs are good.
The ORD 9 for the G741 dated 01/1954 doesn't list a turn signal assembly or parts so it may be an add on. In looking at the link below, I would guess you have a bad flasher or switch. O'Riellys has switches compatible with 24V systems if you can't find a Military switch.
