318 intake manifold question

I removed the 2v carb from my 318 (1975 W600) & noticed that there is no plug in the hole down inside the dual plane intake manifold. Is this normal? If so, then why is that plane (the upper side) machined to have a plug? I'm used to single plane big block intakes.
