The input shaft on the worm that drives the bull gear has to be spinning pretty fast to even turn the drum. So, no, it would be totally impractical.
Additionally you need a positive drive on the drum to get the cable to wind on tightly.
Of course some sort of sprocket could be fit to the input and a gas engine used to drive the sprocket, but that's pretty out there.
