Do you have a PTO? If so you will get grumbling in neutral, even with tranny in neutral along with PTO lever in the mid position.
I have 2 PW's and they both have the low pitched "rotating grumble'" sound in neutral.
It's possible shims would reduce this if so - because of the gear lash adjustment.
Another suggestion, trailer or drive your PW to a PW person in your region for a "second opinion" about the noise.
