If I were forced to bet a dollar to a doughnut, I would bet that he was refering to the old "Poly" 318 ...sometimes called a "semi-hemi" or a "wideblock".

I have seen a couple of flat fender Power Wagons with them installed (via magazine, not in person), but I ahve no idea how they did it. As Tim said, with enough time, patience, planning and capital, anything can be done, but from what I have heard, it is a very tight fit.
