help with wc54

Finally stopped by Body Shop with the WC54 sitting outside. Found the owner and he says if I make an offer He'll probably sell it. Has a plow frame on it. Guy says it runs. Engine compartment looks good. Body is mostly complete but some rust at roof line and floors and fenders/running boards. Rear is full of junk but I see a gas tank, folding step, folding benches with canvas as well as wall mounted stretcher racks. Rear doors missing glass and are a bit pushed in. Should I make an offer on it or is it too far gone. Anyone know what it's worth?
