I have done this task on several Power-Wagons. On every one That I have done the bushings pulled out when the axle was removed, never had to pull the bushings. The seal which is behind the bushing did have to be pulled. I made a puller much like Vaughn described and attached it to my slide hammer and it pulled right out. I also made an installer out of a section of one inch shafting and a shaft collar to install the new seal and bushing. You can see the picture the installer above. Before I installed the shaft collar on the shaft, I first put the collar in the drill press vice and after removing the set screw used the threaded hole to drill an additional hole in the opposite side of the collar with the correct size to tap another hole that side. Then I tapped the new hole. Then I carefully spot drilled a shallow hole in the 1-1/2" shaft section after placing the new seal and new bushing on the shaft. Before drilling the shallow hole I used a set screw on the opposite side to hold the collar in place so that the end of the shaft would be flush with the end of the bushing and seal. (See pictures in the link.) After drilling the spot hole on one side I removed the set screw on the opposite side and installed it into the side I had just drilled and then drilled the spot hole on the other side. You can see in the picture that the installer has done several trucks by observing the mushroomed end of the installer where the hand sledge has been striking it.
