I'd consider on at that price. i'd rather have someone buy at 4 then sell it titled on ebay for a few bucks more. it appears that there is a pathway to get titles and then registrations for your state. its a lot of pain going through the dmv and the guys who figured it out deserve a few bucks.... clearly the market is soft for these right now...
