Your "loss of power" is at full throttle where the vacuum advance is basically doing nothing. Why? Because at full throttle your vacuum is basically zero. Notice your windshield wipers don't work up hill? Same thing.

Vacuum advance is used for doing a better job of controlling vacuum at lower throttle settings. It's typically used for helping with gas milage and things of that nature.
