They all have rust there. They did not paint behind the window boxes. Condensation and time equals rust. Besides the window boxes rusting out the bottoms of the body below the boxes are often badly rusted. They did not run the drains out of the body. They just dump water between the inner and outer body panels and there is not a drain to empty between the panels.
