NO, You have to remove the fender. The welting is installed with split rivets. You will also need a helper to hold the fender. You will need the correct split rivets, a hole punch (to punch holes for the rivets in the tab of the welt), a hammer, a punch to set the rivets, a metal block (anvil or hefty piece of iron) to backup the rivet head and a helper to hold the fender in position so that you can set the rivet. The rivet goes through the hole that you punch in the welt tab, then through the hole that is drilled in the fender. Start at the end that is highest on the fender curve. Punch the first hole and set the rivet. Do one hole at a time. Use a ball point pen with silver ink to mark the location of the next hole, holding the welt tab over the next hole and place a dot of ink through the hole and onto the tab and set another rivet in the new hole. Repeat for each hole in the fender flange until you are finished. Hope that this helps you!
