I think the covering/insulation prevents it. The moisture is coming out of the air when it goes past the cool sheet metal. If you seal the interior surface from the moisture-laden air, there’s no moisture to condense inside the sealed space.
Don’t know about the air movers though - I use desiccant baskets in the cab
