The roof seam is above the over head valance. Probably the roof seam was leaking for decade's running down to the top of the windshield, rusting.
at the same time it was slowly running down the front inside of the valance eating out the bottom edge. Lots of repair/fabrication work to be done to fix it......but it can be done
