Your highness could also be due to gauge inaccuracy. And, did you crank until it maxxed out, or did you try the foolishness of trying to stop at exactly some silly number of strokes, like 4? or was it 5?
That all said, what I lernt was 10% variation is the limit. You are closer to 3#, you ought to look into it.
