Its been a long time since my basic electricity class, but I believe that all amp gauges require only a few milliamps of current to produce full deflection. However, since an amp gauge must be in series with the source/load to measure the current flowing into or out of the battery, designers place a "shunt" across the terminals of the meter movement to carry the majority of the current. This shunt is of a known resistance calculated for the meter movement. Sounds to me like you need to go into the meter, change the shunt and paint new values on the face.
Please someone more knowledgable correct me if I am wrong. Gil
