I agree with Milo based on experience. '61 WM300 with the same symptoms you describe. After trying everything else, I pulled the booster to check it out. It had a LOT of brake fluid in it. A rebuilt booster fixed the problem.
What I'm not sure of if you bypass the booster is what to do with the vacuum line. Leave it connected or plug at the intake manifold.
