Hi Phil,
You need to drill out the two mounting rivets.
Then it will come apart.
You can then lightly clean and paint as necessary.
Use damp Q-tip or lint free cloth.
Be careful not to wipe or smear the gauge face or needles.
They can smear or dissolve.
