It looks like the shaft had a LOT of end play. If you can add shims and/or washers to center that key, I would go ahead and surface the plates. It does not look like there is much actual wear caused from the side of the gear. Don't try to grind out all of the wear from the key. Just need a good finish where the gears contact the plates. If you remove .010 or .020 and get too close to the needle bearings, then you can consider the pump toast.
