Loss of pressure on these pumps occurs at the sides of the gears, not at the teeth.

Take all three pump plates to a machine shop and have them surface ground. Grind the center plate and the gears together as an assembly with the gears meshed and located correctly in the lobes of the center plate. Grind on both sides. After the second side is ground, remove the center plate from the grinder without disturbing the gears and grind the gears on one side only an additional .0005 to provide the needed side clearance.

Bearings, o-rings, and seals can be found at any standard bearing house by dimensional values.

If a lot of grinding is needed to get the wear lines out of the plates and gears, you may have to hand grind the woodruff keys shorter or their ends will cut new grooves in the side plates. The main shaft may need to have the same amount of shims added to it to equal the total amount of material removed from the pump plates in order to control end play.

If the gear teeth are chipped or rusted badly, you may need to find another unit for replacement parts.

This should bring the pressure back up to specs in the pump.
