Hi Doug, no, I already had the flanged seal installed on the hub before I installed the axle shaft. As it turns out, I think the interference was due to tolerances of the holes in the axle shaft flange vs. Tolerances in the studs. In certain positions, I could put thw shaft all the way in by hand, with little effort, but if I pulled the shaft and rotated it and then reinstalled it, in some cases it would not go all the way in without light tapping by a dead blow hammer. I think certain holes were better aligned with certain studs, and not so well-aligned with others.
