Governor/bell issue. Not sure if this engine uses one, but if the bell/shaft for the spring is a little sticky from just being tight or a little rusty or oxidized and doesn't turn smooth, this will cause the engine to speed and slow except under load. Spray carb cleaner into the bell shaft and follow-up with a Silicone lubricant such as Pyroil lubricant, and spring hooks as well.

You can also adjust the idle air screw to see if that will help. Depending where the screw is currently set, adjust + or - till you get a fast idle, then turn screw clock wise till engine just starts to slow, then back off 1/2 turn. Adjust idle butterfly screw as needed.
