230 motor??

I have a 230 motor that was rebuilt by previous owner and was removed for a cummins switch in a FFPW. The motor has the transmission attached to it with pto on that.Motor has sat on a stand for a few years. The other day I put a wrench to the front of it and I could only turn it half way and they it did not want to turn. The transmission on there is stuck in gear. Do you think I got a motor with a stuck valve or do you think the tranny in gear is making it hard for me to turn over by hand?? Would like to sell this motor and want to be honest with new owner. Any advise would be appreciated.
