Greg,
I think your over engineering yourself.

No matter what you do, your going to have
Torque wind up and tire scuffing due to the design of running two drive axles off the
T-case.
There is no differential action provided like
there is in later years, when they designed the inter axle diff. like in modern tandem trucks.

I would run the locker in the rear axle, or both, but not a big fan of one in the steer axle, unless you anticipate severe off roading.
In which case it should be a selectable type locker.
The vehicle becomes impossible to turn with the front locked up.

Just my opinion.
